The 27-year-old was wanted by West Ham, who are keen to land a centre-back, but the Hammers were rebuffed.
Rudiger was not tempted by a move to the London Stadium and turned down the chance to join David Moyes’ side last week.
With just hours remaining before the transfer window slams shut, Chelsea are still trying to find a club that the centre-back is interested in joining.
Rudiger was claimed to be open to moves to both Tottenham and AC Milan, but Chelsea do not want to let him join Spurs, while the Rossoneri will not meet the costs of a deal.
The clock is ticking and it could be possible that Chelsea will be forced to keep Rudiger at Stamford Bridge for the time being if they do not find any takers.
