Spurs snapped up both players from Fabio Paratici’s former club Juventus before the transfer window closed, with Kulusevski joining on an initial loan and Bentancur on a permanent deal.
However, they have yet to receive a work permit for either player, which is required before they can commence training with their new team-mates.
Bentancur is in international action with Uruguay this evening and is expected to fly into London on Thursday.
The Uruguayan will give Antonio Conte an extra option in midfield and Tottenham beat off competition from Aston Villa for his signature.
Tottenham are next in action in the FA Cup against fellow Premier League side Brighton & Hove Albion at the weekend.
And it remains to be seen if either Bentancur or Kulusevski will be given the chance to make their debut.
Tottenham’s next Premier League assignment comes against Southampton next Wednesday.
