In the recently closed transfer window, Portsmouth dug deep and came up with 12 new signings, striking a balance between youth and experienced players.
Young players like Dane Scarlett, Zak Swanson and Josh Griffiths were signed by Cowley’s side, while the club also added experienced players including Michael Morrison, Marlon Pack and Joe Rafferty.
Portsmouth are sitting in second place in the League One table this season and Cullen credits it to the smart recruitment Pompey have done this summer.
The Portsmouth CEO emphasised that the club avoided panicking and overspending during the transfer window by waiting patiently and identifying players with the right value, which ultimately allowed them to acquire quality players.
“I won’t talk about budgets at all because I think people get hooked on that”, Cullen told The News.
“What I look at is how you spend that budget.
“It’s about spending it wisely, but also seeking to get the best value.
“We could have spent money at the start of the window on players, but if we had panicked then we might not have ended up with the quality we did.”
Cowley’s side are unbeaten this season in League One and on 1st October they will take on league leaders Ipswich Town at Portman Road.
