The 27-year-old midfielder joined Norwich on loan from Newcastle in the summer, but has not played due to a knee injury.
He was expected to return to action after the international break, but Newcastle decided to delay his return to training after he developed more complications in his knee.
Sutton admitted that he felt that it was a coup for Norwich to sign him from Newcastle and conceded that it is a shame that his knee problems mean that the move has not worked out for anyone yet.
However, he stressed that he genuinely felt that the midfielder could have had an impact equal to that Skipp had on the Norwich team a couple of years ago when he arrived on loan from Tottenham.
Sutton wrote in his column for The Pink Un: “In a column over the summer, I spoke about how impressive it was that Norwich City had been able to convince Isaac Hayden to join them for Newcastle United.
“It is a shame for all parties that Hayden hasn’t kicked a ball in anger this season owing to injury.
“His most recent setback would have served as another kick in the teeth.
“With his experience and quality, I believe he would have added a much-need injection of quality and emerged as a key player for Norwich at this stage of the campaign.
“Norwich were crying out for a defensive midfielder last season and Hayden would have been the player to make a substantial difference this season, perhaps even in the same way Oliver Skipp managed two years ago.”
Norwich have an obligation to buy Hayden from Newcastle if they get promoted to the Premier League this season.
