The 22-year-old centre-back came through the academy ranks at Manchester United and made his debut in the Europa League against Astana in November 2019.
Bernard went on loan at Hull City last season where he made 26 outings in the Championship for the Tigers.
Portsmouth are keen on adding a centre-back to their line-up before the end of January.
And they have identified the Manchester United youngster as the perfect candidate to add to John Mousinho’s options.
The 22-year-old defender has yet to make an appearance for Erik Ten Hag’s senior squad this season.
And Bernard is open to a loan move in January to continue his development with regular first-team football.
Portsmouth are now putting the finishing touches to the deal and are expected to confirm his arrival later today.
The League One side are aiming to get back to the Championship this season and will be hoping to to see Bernard make an impact.
