Chelsea have been struggling to score goals and win games and suffered a 1-0 defeat against Borussia Dortmund on Wednesday night.
The Blues have not scored more than a goal in a game since the end of last year but despite spending big money in the winter window, they did not sign a forward.
However, Leboeuf feels Chelsea’s hands were tied when it came to signing a striker in the January transfer window.
He believes there were not enough quality strikers available in the winter window who Chelsea could have signed in January and who could have come in and made a difference to the team.
The former Chelsea star said on ESPN FC: “Who would you have bought in the winter transfer window? There was nobody available.
“Even for €100m, who you could have got who could have been a striker for Chelsea? Nobody is available.
“You want [Victor] Osimhen? They would not have let him go. You would not have got [Erling] Haaland or anybody else.
“You don’t have a striker you could have bought.
“I am looking for the right striker who you could have been 90 per cent sure that he was going to score goals.
“We don’t have any.”
Chelsea will back themselves to get a win when Southampton visit Stamford Bridge on Saturday.
