Pep Guardiola has been keen to be able to call upon Cucurella at Manchester City this season, but the Citizens have been unable to agree a fee with Brighton.
Cucurella slapped in a transfer request in an attempt to force a move, however Brighton are clear they have no need or desire to sell and the player will only go if the amount they value him at is met.
Chelsea are now looking to sign Cucurella and it has been claimed that the player wants the move.
Cucurella wants the switch to Stamford Bridge and is waiting for the two clubs to work out a fee for the transfer to take place.
Losing out on Cucurella would be a blow to Manchester City, who will have to focus elsewhere to fill their need for another left-back.
Cucurella only joined Brighton last summer from Getafe, but wasted little time in making an impact in the Premier League.
The 24-year-old came through the youth system at Barcelona and won his first senior cap for Spain last year.
