Speaking about Zola and Hoddle, McGovern said that they need to sit down and talk about plans for the rest of the season and moving forward.
"Both are very good managers and we will have to sit with them and talk with them", he said.
McGovern also confirmed that the next managerial appointment will be made after crucial deliberation and discussion with the candidates in the fray.
"I have to speak with them first to see what their ambitions are and see what they can do for these [remaining] nine games and look at their plans."
Mackay was sacked in controversial circumstances by Cardiff City in December. He masterminded Cardiff’s promotion to the top flight for the first time since 1962.
Zola left Watford last December after failing to reproduce last season's form, which saw them losing the Championship playoff final to Crystal Palace by a one goal margin at Wembley.
Hoddle's last management job was with Wolverhampton Wanderers, eight years ago.
