The 18-year-old centre-back is a product of Blackburn Rovers’ academy and Tottenham have been keen on signing him since last summer.
In the ongoing transfer window, Spurs decided to trigger Phillips’ release clause to sign the defender for £3m and £2m add-ons.
Phillips passed his medical with Tottenham, but his move to north London is on the verge of collapsing due to Blackburn asking for a higher transfer fee for the player.
Due to some grey areas in Phillips’ contract regarding the release clause, Blackburn are now demanding a fee that could be worth up to £9.5m for the defender.
Spurs are unsure whether the teenager can command such a high transfer fee, but the Ewood Park outfit are adamant on their valuation of the price.
However, it has been claimed that Tottenham remain confident that they will be able to strike a compromise with the Championship outfit to sign Phillips.
Phillips has several other suitors in the Premier League and it remains to be seen what lies ahead in his future.
