The West Ham centre forward is generating big interest in Italy as the Hammers look to sell him back to a club in his homeland.
Roma made Scamacca their priority target this summer but have so far failed in their attempts to take the player on loan.
Inter have entered the race for Scamacca and they have submitted a bid, which did not convince West Ham.
West Ham are ready to sell Scamacca, but they want to recoup the hefty transfer fee they paid to Sassuolo for the player’s signature last summer.
Now, according to Italian outlet Siamo La Roma, Atalanta, who need to replace Hojlund, have taken pole position in the chase.
It is claimed Inter have not gone beyond €22m and the ball is now in their court to raise their offer.
Atalanta are now close to reaching an agreement with West Ham for Scamacca.
The club are to bank over €70m from selling Hojlund to Manchester United and want to reinvest some of it into Scamacca.
