The 23-year-old centre-back is down the pecking order of defenders at Chelsea at the moment and is expected to leave the club in the ongoing window.
Tomori is in favour of permanent move, but could settle for a loan deal as well if he gets more opportunities to play football in the latter half of the season.
Chelsea would prefer to see him play at a Premier League club and he has been linked with a move to Elland Road with Leeds.
But it has been claimed that the Whites are not interested in signing the Chelsea defender on this month.
Leeds looked at him in the summer, but Marcelo Bielsa made a move for Robin Koch and signed him on a permanent deal from Freiburg.
Koch, Diego Llorente and Liam Cooper are all currently out injured at the moment and many feel Leeds should bring in a defender.
But Bielsa has publicly said that he would prefer to stick with his current options and is hopeful of having Gaetano Berardi back next month as well.
