The 20-year-old midfielder had a brilliant loan spell at Nottingham Forest in the second half of last season and he has been Chris Hughton’s priority target this summer.
Manchester United want to loan him out again, but are keen to see him sign a new contract before heading out before the end of the window.
Garner is in advanced negotiations with the Red Devils over a new deal and is expected to commit to another loan move to the City Ground.
Several clubs in the Championship and the Premier League are believed to be interested in Garner.
The midfielder has been keen on a return to Nottingham Forest though, where he was one of the star men in the latter half of last season.
Nottingham Forest are hopeful of getting the deal over the line in time to have Garner in the team to face Wolves in the EFL Cup next Tuesday.
He is a big part of Manchester United plans going forward and they want him to play another season of regular football.
