The Seagulls are keen on taking Gilmour to the Amex Stadium today and the player is down the pecking order at Stamford Bridge.
Gilmour is keen on linking up with Graham Potter at Brighton with Blues boss Thomas Tuchel also open to letting him go.
However, new Chelsea owner Todd Boehly was reluctant to sanction a permanent exit for Gilmour on the last day of the transfer window, which resulted in Brighton struggling to get a deal over the line for him.
But with only hours left in the transfer window, Chelsea’s deal-makers are now open to selling the Scotland international and talks are progressing more smoothly with Brighton.
Negotiations between Chelsea and the Seagulls over a move for the midfielder are going in the right direction and there is optimism that a deal is likely to be struck for him before the 11pm deadline.
Gilmour has not played for Chelsea so far this season while he spent last term on loan at Norwich City.
It remains to be seen whether Gilmour will be able to leave Stamford Bridge on a permanent basis this time around in the coming hours.
