Howe’s name has been regularly cropping up since Celtic parted ways with Neil Lennon earlier this year and he is believed to be one of the frontrunners to land the job.
Many believe the former Bournemouth boss is the kind of young and progressive manager Celtic need to take on a resurgent Rangers under Steven Gerrard next season.
But so far there is nothing concrete to suggest that the 43-year-old is up for a move to Scotland and Rough feels he is likely to get enough offers in England this summer for him to stay south of the border.
He also feels Howe may not be interested in a move north of the border given the financial disparity that exists between clubs in England and Scotland.
Rough said on PLZ Soccer: “I think Eddie Howe has done enough in England for other clubs to identify him as somebody who can save a smaller team from relegation or a team get promotion.
“I don’t know whether he would fancy Scottish football at all because we know the financial difference down in England to up here.”
Celtic are yet to identify a new manager and the club are feeling the pressure to make a decision soon amidst all the speculation.
