The Dutch winger has been heavily linked with a move to the Premier League where Arsenal and Leeds have already shown interest in him and could try to snare him away before the transfer window shuts.
Manchester United have now joined the race and are considering taking him to Old Trafford this summer.
PSV are reluctant to sell him but are likely to relent if they receive a fee in the region of £40m before the end of the window.
Gakpo is still undecided about leaving the Dutch giants just months ahead of the World Cup this winter.
